Failures of UN Peacekeeping
Obviously enough, a couple of contemporary peacekeeping failures aren't going to knock down the entire premise as a viable course of action - however, as opponents of peacekeeping will point out, there are a number of examples of modern conflicts which followed the course laid out by Luttwak and really were resolved through force:
Luttwak also criticises short-term measures such as cease-fires. Cease-fires simply give the combatants time to regroup, rearm and recruit fresh soldiers, whereas if the conflict was left to play its course one side would become exhausted and give in sooner or later. Imposed armistices can also lead to both combatants losing fear of such a defeat, and thus rarely feel the need to initiate negotiations or address the underlying hostilities that caused the conflict in the first place.

Dag Hammarskjold, seen by many as the father of UN peacekeeping, stipulated that all peacekeeping missions must have prior host-state consent - this basically means that peacekeeping is only really possible if the combatants are in favour of it. In it, he argues that the doctrine of conflict intervention and peacekeeping employed by organisations such as the UN is essentially a bad thing. Wars need to have natural resolutions, with winners and losers, and by intervening peacekeeping only serves to prolong conflicts. Interrupting or suspending these conflicts makes it difficult for any real progress to be made, as the underlying hostilities which caused them in the first place are never given a chance to play out.
The Croatian War of Independence, which was perpetually interrupted by cease-fires and negotiations, was only concluded when Croatia launched Operation Storm and crushed the Serb insurrection in 1995 - in Luttwak's own words, "the opponents used the pause to recruit, train, and equip additional forces for further combat, prolonging the war and widening the scope of its killing and destruction".The Kosovo conflict between Yugoslavia and Serbia,[link widoczny dla zalogowanych], where repeated attempts at negotiation failed to do what a NATO bombing campaign did, and end the conflict - Luttwak actually argues that greater force should have been used, as NATO were so careful to minimise their own casualties that they could have done more to protect the local population.Rwanda, where the UN were so slow to react that the French peacekeepers they mandated to act actually exacerbated the genocide, which arguably could have been on a much smaller scale had the Rwandan People's Front won the war earlier.The Issue of Consent
